Bill was born on March 11, 1965 to Myron and Sondra (Woodring) Foulk in Central City. He grew up in the Central City area and graduated from Grand Island Senior High.
Following his graduation, Bill entered the Mid-Nebraska Individual Services program. He was able to live on his own in an apartment in Grand Island. That was a big step for Bill, getting to have his own independence. He then began volunteering at the Red Cross and Goodwill in Grand Island for many years.
Bill was a huge Nebraska Cornhuskers fan, as well as a fan of the Kansas City Royals and the New England Patriots.
He enjoyed karaoke and dancing, and won many medals with the Special Olympics in bowling. One of his greatest enjoyments were getting to travel all over the United States with the group “Special Journeys.” Wherever Bill went people knew him and more importantly he would remember them by name.
Those left to cherish his memory are his mother, Sondra of Central City; his siblings, Laurie (Mark) Gansebom of Wayne, Rick Foulk of Grand Island, and Melissa (Ed) Mundt of York; and many nieces, nephews, and cousins.
Bill was preceded in death by his father, Myron; nephew, Scott Gansebom; and sister-inlaw, Teresa Foulk.
